Five years have elapsed since the occurrences of the initial film. Connor Reed is discharged from incarceration and secures a position as a regular custodian at the Lincoln City Community Center. The protagonist no longer desires any association with Garrett, who has successfully constructed his own illicit enterprise and forged mutually advantageous connections with the local authorities, particularly Sergeant Kingston.
